Problem
The Nigerian Communications Commission (NCC) required mobile subscribers to link their National Identification Number (NIN) with their SIM registrations, creating the need for scalable and user-friendly identity management workflows.
Context
The initiative involved designing and documenting workflows that would support SIM-NIN linking, delinking, verification, and subscriber management processes across multiple stakeholders.
Approach
- Analyzed end-to-end subscriber identity management processes.
- Designed and documented workflows across: USSD Channels Subscriber Self-Service Portal NCC Administrative Portal Mobile Network Operator (MNO) Portal
- Produced detailed product and process documentation for implementation teams.
Key Contributions
- Defined user journeys and workflow requirements for linking and delinking processes.
- Documented interactions across multiple system actors including subscribers, regulators, and telecom operators.
Outcome
- Delivered comprehensive workflow and requirements documentation that informed the product design and implementation process.
Lessons Learned
- National-scale products require designing for multiple stakeholders simultaneously. Regulatory systems succeed when operational workflows are as carefully designed as technical workflows.
